"Member" … shall mean any one or more organisation, recognised grouping, or established network working on the issues pertaining to MSM and HIV in the Asia Pacific Region, who from time to time have been duly admitted to the membership of APCOM under the procedures established by the Bylaws.

Membership
Membership in APCOM is open to any organisation or group working on the issues of MSM and HIV and includes all direct service organisations or entities, networks of MSM or other recognised groupings.
Membership is granted following a simple application and qualification process that includes providing two references for the purpose of verification of direct program involvement in the issues of MSM and HIV.
To start the membership apllication process complete the Online Membership Application form. If you have problems completing the online form, request the Manual Membership Application form (Word format) from the Secretariat, via email or post, which can be completed in Word and emailed back to the Secretariat, or printed, completed and then posted back to APCOM.

Examples of eligible groups and organizations
| Asia Pacific Rainbow | Coalition of individuals working on LGBT issues including MSM and HIV |
| Burnet Institute – Myanmar | Local office of an international organisation with HIV program services for MSM |
| Equal Ground Pacifik – Fiji | Fiji island LGBT organisation working on issues including MSM and HIV |
| Kunming Male Sexual Health Clinic | Government agency providing HIV and STI services specifically to MSM |
| Purple Sky Network | Secretariat for coordination of MSM and HIV interventions in the Greater Mekong Sub-region, a program of Treat Asia |
Examples of groups and organisations which would not be eligible
| Any government, by itself | The government sector is represented in APCOM through UNAIDS-designated Governing Board members. |
| Treat Asia, a program of amfAR | Donors and INGOs are represented in APCOM through UNAIDS-designated Governing Board members, Technical Experts and Observers. |
| The Seven Sisters Coalition of Asia Pacific Regional Network on HIV/AIDS | Non-MSM/HIV only coalitions do not qualify; however, certain individual member organisations or networks of The Seven Sisters would be eligible. |
